Maryland BEPS compliance, built on data that holds up.

If you own a commercial or multifamily building of 35,000 square feet or more in Maryland, you owe the state an annual benchmarking report. We turn your utility bills into a clean, verification-ready ENERGY STAR Portfolio Manager submission, and show you where your building stands against the standards coming in the 2030s.

What Maryland requires

Maryland’s Building Energy Performance Standards (BEPS) apply to commercial and multifamily buildings of 35,000 square feet or more. Every covered building must:

  • Register on the MDE BEPS Portal

  • Track whole-building energy use in ENERGY STAR Portfolio Manager

  • Submit a benchmarking report to the Maryland Department of the Environment every year

  • Have reported data verified by a qualified third party on the schedule MDE sets

  • Meet energy use intensity (EUI) and greenhouse gas standards starting in the 2030s, or pay alternative compliance fees

The reporting is the easy part to underestimate. The data behind it usually isn’t clean: estimated reads, missing months, mismatched billing periods, tenant-metered spaces, and fuel accounts nobody remembers. Errors that slip into a submission carry forward into your baseline, and that baseline is what your building will be measured against when the performance standards take effect.

Our Services

Utility data cleanup

We gather twelve months of electric, gas, other fuel and water bills and reconcile them account by account. Estimated reads are flagged, gaps are documented, and every number traces back to a source bill.

Portfolio Manager setup and submission

We build or repair your Portfolio Manager property, set the correct property type and floor area, load the cleaned data, and prepare the report for submission through the MDE BEPS Portal.

Verification-ready documentation

Your verifier gets an organized package: source bills, a data quality log, and a record of every assumption. Less back-and-forth, fewer surprises.

Performance gap analysis

We compare your building’s weather-normalized EUI to national CBECS medians for its type and show your gap to the 2030s standards, so you can plan capital spending early.

How it works

  1. Free compliance check. A 15-minute call to confirm whether your building is covered, whether it qualifies for an exemption, and where your data lives today.

  2. Data collection. You authorize access to your utility accounts, or send us twelve months of bills. We handle the rest.

  3. Cleanup and benchmarking. We reconcile the data, run the benchmark, and flag anything that needs your input.

  4. Review. We walk you through the results, including your EUI, how you compare to similar buildings, and your gap to the coming standards.

  5. Submission. We load the data into Portfolio Manager and prepare your report for the MDE BEPS Portal ahead of the deadline.

  6. Year two and beyond. An annual subscription keeps your data current, tracks progress, and gets you ready for each year’s report without starting over.

Is this a fit for your building?

Who it’s for

Owners and managers of Maryland buildings from 35,000 to about 200,000 square feet who don’t have a full-time energy manager:

Multifamily owners and property management companies
Owners of office, retail and mixed-use buildings
Private colleges, independent schools and nonprofit campuses
Houses of worship and community facilities

In Montgomery County? Your building may fall under the county’s own BEPS program instead. We’ll confirm which rules apply during your free compliance check.

Why JPS

Field experience, not just software

Our work comes from years in mechanical construction and energy projects. We know how buildings actually run, which makes it easier to spot when the numbers don’t add up.

Every number traces to a bill

Nothing in your report is a placeholder or an assumption presented as a result. When your verifier or MDE asks where a number came from, you’ll have the answer.

Compliance plus a plan

Most compliance services stop at submission. We show you what your data says about the building, so the money you spend on reporting also starts your capital plan.

Built for the long run

The 2030s standards are a multi-year problem. An annual relationship keeps your baseline, your progress and your documentation in one place, year after year.
